ការសម្ពោធដាក់ឱ្យដំណើរការជាផ្លូវការកម្មវិធីថ្នាក់ជាតិស្តីពី «ប័ណ្ណជំនាញ សម្រាប់សេដ្ឋកិច្ចក្រៅប្រព័ន្ធ» (Skills Voucher Program for the Informal Economy) នេះនឹងជួយបង្កើនជំនាញ បង្កើនឱកាស ក៏ដូចជាបង្កើនប្រាក់ចំណូលដល់ប្រជាពលរដ្ឋ ដែលជួយកាត់បន្ថយភាពក្រីក្រ លើកកម្ពស់ជីវភាពរស់នៅ និងអភិវឌ្ឍសេដ្ឋកិច្ចជាតិឱ្យមានស្ថិរភាពផងដែរ ។ ជាពិសេសធ្វើឱ្យអ្នកប្រកបរបរសេដ្ឋកិច្ចក្រៅប្រព័ន្ធមានជំនាញស្តង់ដា ប្រកបដោយគុណភាព ឆ្លើយតបនឹងតម្រូវការទីផ្សារការងារ និងមានភាពប្រកួតប្រជែង។
